2024 IBCA Achievement Award Winners

Chuck Rolinski Award

Mark Kleemann – Oak Lawn, Addison Driscoll, and Peoria Spalding High Schools

In 31 years of coaching, many of Coach Kleemann’s seasons were spent building and rebuilding programs that had fallen on hard times. Despite those obstacles, Mark’s 310-275 career record demonstrates his dedication to his career and to his players and teams. That determination also mirrors his efforts with the IBCA. Under Mark’s guidance, our Hall of Fame history is more clearly defined and the HOF Banquet has grown into the magnificent event that it is today.

Mark has served as an Honorary Board Member, District 8 Chairman, Division 4 Assistant, Hall of Fame Committee Co-Chairman, and Hall of Fame Banquet Chair. Mark has earned his place as a Rolinski Award recipient due to his tremendous efforts and dedication to the IBCA. Congratulations, Mark!

Ron & Rich Herrin Award

Thom Sigel - Rock Island & Rock Falls High Schools.

Thom started his varsity basketball coaching career at Rock Falls HS (1996-2001) where his 1999 team won the Class A State Championship. At Rock Island HS, (2002-2021), his Rocks were a combined 375-189 and were the 2011 Class 3A State Champs. His career record of 502 wins places him as one of the all-time elite coaches in Illinois history.

Thom has been a member of the IBCA Board of Directors since 2002 and has served as a District 11 Assistant, the District 11 Chairman, Co-Division 4 Chairman, and as Vice- President. He currently serves as an Honorary member of the Board of Directors. He was inducted into the IBCA Hall of Fame in the Class of 2017.

Along with his commitment to the IBCA the past 20+ years and his great success as one of Illinois’ finest high school coaches, Thom is overly qualified as the 2024 recipient of the Ron & Rich Herrin Award. Congratulation Thom!

Derril Kipp Courage Award

Charles Ingram – Harrisburg, Cumberland, & Bridgeport High Schools 

Chuck started coaching boys F-S basketball and varsity track in 1957 at Toledo Cumberland High School before moving on to Bridgeport High School in 1968 where he was hired as the boys basketball coach. He moved on to Harrisburg in 1974 serving as the boys varsity coach for 2 seasons before turning to the girls’ side for 19. He has been involved for over 48 years in basketball coaching at various levels. Chuck has served on the IBCA Girls All-State selection committee for 15 years.

He is very proud of his two children, Les and Renee, who both are teachers. They are a testament and extension of Chuck’s life-time of caring and dedication to our young people

At age 89, Chuck still attends all Harrisburg sports activities and in 2018, the school’s track facilities were named after him.

Currently, Chuck is the boys & girls cross country coach and girls track coach at Harrisburg High School. Congratulations to Coach Ingram – a Well Deserved Honor!
